The Necessity of a Structural Change in Iran’s Governance for Lasting Peace in the Middle East
Why Couldn’t the US-Israeli War Force the Mullahs to Retreat and Surrender? Despite heavy attacks by the US and Israel since February 2026 and a global energy crisis, the Iranian regime has shown that it is fighting for survival and is not ready to surrender with its missile and proxy levers. This reality has shown the limits of purely external deterrence.
Are Regional Pacts Effective? The Mecca Agreement can raise the cost of a direct invasion of Saudi Arabia, but it cannot contain the regime’s inherent warmongering. Experience has shown that defense pacts do not prevent proxy wars, the closure of the Strait of Hormuz, and cross-border terrorism.
Irremediable Crises and the Mojtaba Khamenei Faction Today, the regime faces three simultaneous crises: economic collapse, political and social illegitimacy after nationwide uprisings, and a power struggle at the top centered on the faction of Mojtaba Khamenei. In such circumstances, the regime needs to export crisis to escape overthrow.
The Regime’s Main Strategy: Repression Inside, Use of Proxies Outside Tehran’s main goal is not national security, but to counter the main threat, namely organized popular uprisings. That is why it simultaneously does not refrain from using proxy forces in Lebanon, Yemen, and Iraq, threatening to close the Strait of Hormuz, and executing and suppressing protesters inside.
The Most Practical, Most Ethical, and Least Expensive Way If containment from the outside alone does not work, what is the most practical way? Blacklisting the IRGC was a positive step, but today the debate has gone beyond that. Senator Ted Cruz recently wrote explicitly: “We should arm the protesters in Iran. Right now.” He stressed that the overthrow of the Ayatollah by the Iranian people would make America much safer.
Conclusion: Standing with the People of Iran The Mecca Agreement is a necessary defensive shield for the Persian Gulf, but the sword of change is in the hands of the Iranian people. The most ethical, least expensive, and most beneficial investment for the Arab world and the West is to support the organized movement of the Iranian people for regime change. We should not wait for Khamenei, like Khomeini, to one day say “I made a mistake and I will drink the poisoned chalice of negotiation and surrender.” Because this regime will fight until the last moment and will not make such a voluntary retreat.
